Sure, the culture is important, but that is not why RichRod lost or even struggled. If a coach came to Ohio State, and said the Michigan rivalry was just 'one of many' how would that go over in Columbus?
You have to understand the goals of the school. For example, if you went to Texas and said "our only goal is to win Big 12 championships!" how would that go over?

The top 7 or so are all arguable as #'s 1-7. Every one of those schools has tradition, money, recruiting pull, etc.
What always frustrates me with "rankings" is that a lot of things should be ranked in tiers, like head coaching jobs. There are certain teams that are "Tier 1" and ranking them within that tier is essentially nitpicking/opinion.
If they're not counting sanctions, I would put Penn State higher, but maybe that's just my bias. Tradition, fertile recruiting grounds, essentially the only top school local to the northeast, money, rabid fanbase. Don't feel like their "Con" is that significant.
