He is obviously not doing well this season. And the staff always says "the best player will play" ...So why is Toussaint still the starter? Rawls has looking awesome whenever he has come in the game.

Well the obvious response to that is that Rawls has only really played against reserves, so we don't really know.
The coaches (Borges and Hoke) have repeatedly said that they have faith in Fitz, and Hoke even said this week that Fitz ran great but the OL did awful. I feel like that's their view on the entire season for the non-denard runnning game. They're blaming the OL, not Fitz. It's not clear to me what's true. I've seen many runs where Fitz misses a hole and he tries to dance instead of just hitting the hole. He doesn't run forward, he makes too many cuts in my opinion. But it's clear that the coaches haven't given up on him.
Hoke has said that repeatedly, but I have two issues with it. First, even if the OL blocking is subpar, why not give Rawls a shot anyway? Short of fumbling, it's hard to see how he can do any worse. And he might actually have the extra power necessary to get more yards even with subpar blocking. Second, maybe Hoke is wrong. He's human and makes mistakes like everyone else. If he rotates Rawls in, maybe he will discover that poor OL blocking is not 100% of the problem and at least part of it is Fitz not hitting holes that are actually being created.

I have heard that Hayes and Rawls both have fumbling issues in practice, so that would explain it.
But I'd still like Rawls to play a lot more. Especially in the i-formation
Fumbling is bad, mmmmkay.
