Agree with you completely on two points in particular:
1) I haven't seen a LOT of film on Conley (nor have I seen him in person), but everything I've seen tells me he should be playing CB. As you mentioned, CB's at 6'2" with some speed + agility are great gets. WRs at 6'2" with some speed + agility are not terribly difficult to find. He's more of an asset at CB. I personally hope he will play CB being that I've heard Cam Burrows will likely be moved to Safety at OSU.
2) The health of the other B1G teams is crucial to all of us, I agree. Whether in recruiting or wins. And even a team like Notre Dame that isn't in the B1G but brings recruits up north can help us. Think about it, if a recruit down south suddenly says to themselves, "I'll consider going up north to at least check out Notre Dame." How long is it before they're open to traveling a few miles east to Michigan and Ohio State? At least that's the pill I try to feed myself to justify why Notre Dame winning again isn't the end of the world hahah.

If you're talking about the article written by Bucknuts a while ago, he said that he had "read" that his offer would be pulled. When a Michigan writer talked to him, he clarified that he read that on an OSU site and had not actually heard it from a coach.

Dawson did get his offer pulled because he lied to the coaches. So it makes sense that he would say he got his offer pulled.
The policy is and has always been that a recruit loses a guaranteed spot in the class if they take visits.

Mattison met with Conley AFTER he visited OSU. He told him that he was no longer a commit. That's the day that Conley decommitted via a mutual decision. He told Conley that he would still recruit him and that his offer was still valid.

Conley's offer was never pulled. I don't belong to Rivals so I have no idea what info they got (plus mlive sucks), but all of 247 and ESPN have quotes from Conley confirming that his offer was not pulled.
And yes, Hoke does not allow current commits to take visits. That's what I've been saying. They're no longer commits if they visit. But that doesn't mean that they're no longer recruits.
