As for what I think about Maryland and Rutgers specifically....
Both schools fit the conference academically Both schools would help give the B1G more exposure in big TV markets (which, some people scoff, but more $ for the conference means better facilities, better coaches, better recruiting and thus better teams) Rutgers has an OK football tradition Maryland has an OK basketball tradition Addition of both schools would probably help Michigan recruit in those areas ("Hey, Good Counsel/Don Bosco 4* X, you'll get to play near home a couple times, your family wouldn't always have to come halfway across the country to see you")
so, really, I'd be pretty OK with this, makes a lot of sense, and I can't immediately think of any (realistic) schools I'd rather the conference add. For teams 15 and 16 I'd like to see the conference intrude into the South a little bit (maybe poach some combination of Georgia Tech, Virginia Tech, UNC, and Clemson from the ACC, or maybe Louisville) but Rutgers and Maryland make a lot of sense.

What I mean is that it has meant everything to Michigan to win the Big Ten conference championship. In my opinion, when you don't play every team or all but one team then you don't get a true conference champion. It's watered down. So for me the conference championship would no longer mean jack squat. It already is losing some of it's luster in my opinion.

PSU would probably go join the ACC if you put them in a Western division and Rutgers and Maryland put in the other division.
PSU is probably one of the few schools in the Big Ten who might get a tangible benefit out of this expansion beyond BTN revenue by having two other Mid-Atlantic teams and possible rivals in the conference.
