Academic Redshirt?

There is a free article on ESPN about tougher academic eligibility standards coming in 2016. I can link it if it's alright with the powers that be.
Do you guys think this is a big deal?

New incoming eligibility standards create term - ESPN

The toughest initial-eligibility requirements ever enacted start with the Class of 2016 and bring with them a new term -- academic redshirt.

Does anyone know how this compares to any existing NCAA requirements for maintaining a minimum academic standard while at college?
"And as long as the academic redshirt passes nine credit hours in his first semester (or eight quarter hours), the athlete is eligible to continue practicing for the remainder of the first year and play the next season as a redshirt freshman."
