The 2015 class looks like it will be even smaller than the 2014 class. And Michigan seems like they don't do the non-commitable offer thing. So, it makes it even more critical that they thoroughly evaluate 2015 prospects before offering one of the precious few spots in that class. Throwing out offers just to make an impression does not fit Hoke and Co.'s m.o.. I think that's why we've seen Michigan only offer kids that are likely to be national prospects (Harris, Campbell, Masina, Weber, Alabi, etc.).
And at the DB positions, in particular, a lot of the 2015 approach will depend on what happens in the 2014 class. Michigan is in on some top 2014 prospects and if they land a couple perhaps they will only take 1 or 2 DBs total in 2015.

That's what I don't understand. I know we need to take time and evaluate people, but with this being a small class and us already having 4 commits, the coaches don't need to expend the energy on this class that they did filling up a class of 27. We've got time to look ahead to 2015. We've offered some of the true studs for that class (Osa Masina, George Campbell, etc.) but we should be looking to get in early, especially on kids like Crawford who have a demonstrated interest in Michigan.

Because the class is so small should be the biggest reason you expend energy and extra time evaluating talent in the 2014 class. Crawford is a heck of a talent, but numbers are small for 2014 and 2015, I completely understand doing your diligence (especially a kid that is likely to jump in an offer if given). If Crawford was 5'11+ no question he would have an offer. The coaches want taller corners and the only exceptions are the exceptionally talented national recruits. Crawford likely fits that mold, but certain cant hurt to make sure since 2015 will be tight.

Don't get me wrong, I would have offered him by now. In just saying I can understand why an offered hasn't gone out at this point because the coaches are looking nationally and locally to fill a CB position that is likely only targeting a 2-3 players max. But in saying all of that, I think crawford will get offered by May which is perfectly fine for a 2015 kid. As an aside, I wouldn't put stock in that 4.34. No doubt he is very fast but not many camps have electric tracks and I don't believe he was running on one.
