According to Allen Trieu Damien Harris ran a 4.35 in the 40 yard dash (which was supposedly laser timed)
I've attached an interview of Damien Harris by Mike Farrell. Pay attention to what Damien says: "both schools try to dog each other to make the other college look bad just to get me." That's a euphemism for negative recruiting.
Hence, Farrell asks "Is there some negative recruiting going on?" as the follow-up question to which Damien responds hesitantly "...the usual."
Damien does name Michigan his leader at the end of the video.

You're probably joking here but in case you are serious then I strongly disagree.
There are too many talented players out there to fixate on just Harris and Weber. For instance, in-state stud Romello Ross Jr. is another speedster that plays RB. There's also Jacques Patrick (who Steve introduced on Tremendous). Others will emerge.
Our coaches used the 2012 and 2013 recruiting classes to fix glaring roster needs and to build strong lines while mixing in good skill players. In 2014, we'll see a greater emphasis on the skill positions through selectivity. Also, Sam Webb mentioned that the coaches intend to slow down the recruiting process which means it's unlikely we'll have 8 recruits commit in one night. Lastly, do not be surprised if our coaches adopt a more national recruiting approach in 2014. As thing stand now, only 5 of Michigan's 24 commits in the class of 2013 are from outside of the Midwest. (Admittedly, that number will go up if Green and Hunt commit but the overwhelming majority of our players will be from neighboring states.)
Notice that Cass Tech has a number of LBs for Michigan choose from in 2014 but the coaches decided to go out-of-state. We could see something similar in 2015.
